Project on “Decentralization and Local Governance in Iraq” (February-May 2022) | | The project involved developing assessment reports on the decentralization and local governance system in Iraq, authored by Dr. Wassim Harb, the founder and general supervisor of ACRLI, with support from the United Nations Development Programme in Iraq (UNDP).
The project aimed to evaluate the current decentralization and local governance system in Iraq across legislative, administrative, and structural dimensions.
It provided recommendations and proposed actions to strengthen subnational governments, enabling them to deliver public services effectively at the local level based on a clear vision and a participatory approach. Additionally, the project developed a roadmap for a capacity-building plan for provinces, focusing on efficient service delivery and enhanced citizen participation in the development process.
Among the key outputs is the Plan for Reform Orientation, which identifies critical performance areas and outlines the capacities to be built, the objectives of each capacity, the current situation which forms the baseline, the key activities to be executed, the key performance indicators (KPIs), and the entities responsible for implementation.
